The Western Region Board of Directors meets by phone conference call at the end of each month. We have highlighted key issues addressed by the Western Region Board of Directors during the months of July, 2004 thru September, 2005. Submitted by Ron Cooper, Region Chair.

TREASURER REPORT
In 2005, the region is on sound financial footing. As reported September 30, 2005, the interest bearing Savings account: $16,620. The checking acct. with interest is $170.77 for a total of $16,791.51. These numbers do not reflect the deposits and expenses tied to the 2005 WAVE Awards and the La Verne
Conference. However, it is expected that both activities will have greater revenue than expenses. Significant 2005 expenditures included $5,000 to support the National Conference in Monterey, CA..

GRASSROOTS SCHOLARSHIPS AWARDED

2004 Reno Regional Conference – Four $250 cash and free registration scholarships were awarded to the following recipients: Nina Ski... Truckee Tahoe Community TV, CA...volunteer producer of six years active participation.... interest in the arts. Shawn Mulcare, CMAP Gilroy, CA. Access Facilitator 2 years in access... interest in youth. Jan Zacharias, Access Sacramento, CA., PT Office Manager and Membership Coordinator 18 years in access... interest in membership issues and Brian Wilson award winner. Nick Norris, Quote, Unquote... Albuquerque, N.M. four years in access.... interest in youth.

2005 Monterey National Conference -- The ad hoc committee reviewing 2005 Grassroots Scholarship applications awarded $500 and free Monterey ACM Registrations to: Gabrielle Dorman, Kauai, HI. and Lewis Sitzer, Nevada City, CA. Travel Grants of $250 were awarded to: Ian Dawson, Davis, CA., Jean Constant, Santa Fe, N.M., and Philomena Ryan & Edward Guzzi, Santa Rosa, CA. A final $250 was donated to the Dirk Koning Memorial Fund.

2004 REGIONAL CONFERENCE Reno, NV –

The 2004 regional event was hosted by the Media Center, Reno, Nevada by Vivienne French, Executive Director and Chris Jensen, Co-Coordinator at the Silver Legacy Hotel in downtown Reno. Dates: Oct. 29 – 30, 2004. The theme was: “ Ancient Art , Modern Technology - Securing the Future of Community Media”
Keynote speaker for the Saturday luncheon was Denis Moynihan, Co-producer of “ Democracy Now! with Amy Goodman”. More than twenty workshops and fifteen vendors participated… registered attendance was estimated at 100.

CMAP of Gilroy hosted the 2004 WAVE awards competition as they have for the past 3 years. More than 260 tapes were enters and awards given to 50 worthy recipients. All Finalist and Winner information was posted to the ACM West regional web site… www.aoaccess.org.

During the WAVE Award Ceremony, a new honor was awarded to nine nominated individuals. The Western States Region established "The Brian Wilson Award" to be presented annually at the regional conference. The Brian Wilson Award will be
presented each year to an individual or individuals in the Western States Region who has had a positive impact on others and the community media field by effectively using his or her skills as a mentor, coach, teacher, and guide through significant challenges faced at the local, regional or national level. The application was included in WAVE application mailing. First Wilson Awards to
be given at conference in Reno to the following individuals as nominated by leadership at their local access organizations. The Board of Directors of the ACM West is pleased to announce the following individuals as recipients of the 2004 Wilson Award... they are:

2005 REGIONAL CONFERENCE hosted by University of Laverne, Laverne, CA October 15, 2005 will be the one-day event and WAVE Awards Ceremony. Due to the National being hosted by the Western Region in Monterey, a one day event is planned in Southern California as a membership recruitment event. The event
offers speakers and a celebration of the 2005 WAVE winners and finalists. The WAVE judging process is managed by CMAP in Gilroy, CA and the WAVE Awards sample tape is created by KGEM of Monrovia, CA.

During the WAVE ceremony, the 2005 Brian Wilson Memorial Mentorship Awards will be awarded to:

PUBLIC POLICY
The region lead by Sean McLaughlin, Clay Leander, Randy VanDalsen, and Robert Rothgery, were active in coordinating a public response to the Monterey, CA. West Coast hearings of the FCC Localism Task Force. The Region took action by writing a letter to the FCC and by committing $1,500 to help the Media Alliance of S.F coordinate public involvement. The meeting date was July 21, 2004 and the ACM West worked with other organizations to make sure the event had many diverse speakers. The ACM West region wrote a letter in support of Fred Cohn (Deputy City Manger, Monterey) and Randy VanDalsen (V.P. Buske Group) as
panelists on behalf of PEG access. Sean McLaughlin, ACM West Board member was selected to be one of fifteen panelists at the hearings. The Board authorized the $1,500 as expressed by McLaughlin below:

"I think we have an important opportunity to advance ACM-West advocacy efforts by providing bridge funding to the Media Alliance for a part-time organizer who's on staff there to coordinate efforts of a coalition that is organizing around the FCC's upcoming Localism Task Force hearing.”

More than 500 media activists participated in the hearings and more than half of them were allotted two minutes to speak directly to the three FCC Commissioners present including PEG advocates Copps and Adlestein. Chairman Powell was not in attendance.

6. 2005 NATIONAL CONFERENCE PLANNING, MONTEREY, CA. Regional Board member Paul Congo (AMP E.D.) and Deputy City Manager Fred Cohn head up the local planning committee. The FCC hearing served to highlight the resources available in
Monterey and was an excellent example of community media helping to address local concerns and taking the message via the internet to an international audience. At the September, 2004 ACM West regional meeting, $5,000 of region funds was allocated to the local planning committee to help make the July 2005 ACM National Conference event successful.

7. 2005 BOARD ELECTIONS AND APPOINTMENTS TO BOARD
The annual election of Board members was held and officers appointed for 2005. The 10 elected Board members then appointed five additional seats. The current Board consists of:

2005 National Board Election -- During the 2005 ACM National Board elections, three Western Regional Board members and three additional ACM members living in the Western Region were selected for critical national positions. Steve Raineri (NM) is the Chair of Regional Chairs and member of the ACM National
Executive Committee and Sean McLaughlin (HI) is the national Public Policy Chair. Suzanne St. John-Crane of Gilroy, CA. was elected to an at-large seat on the national ACM Board and has served as the 2005 Conference Workshop Track Coordinator. Sue Buske (CA), Keali’i Lopez (HI) and jesika maria ross (CA) have now
been elected in at-large seats to the national ACM Board. The Western Region helps financially support regional members who are selected to serve at the national level by helping with travel and lodging expenses.

This is the largest number of Western Region members to sit at one time on the national board. To support those in need and maintain our budget, the Regional Board is developing a reimbursement policy. This is the DRAFT language being considered.

DRAFT National Board Member Expense Reimbursement Guidelines

National Board members from the ACM West Region, seeking reimbursement for national board participation, must agree to the following understandings...

(1) Total reimbursement shall not to exceed $1,000 per person, per year, and to receive reimbursement, receipts must be provided.
(2) Hotel costs based upon sharing room or paying only 50% of cost of single room.
(3) Applicant shall stay with friends whenever possible
(4) Applicants shall seek lowest transportation costs possible
(5) No food or drink expenses
(6) Region will not pay costs associated with travel, lodging or
registration fees for participant to attend the national conference. However, regional funds may be allocated to pay lodging expenses to attend the board meeting(s) just prior to the national conference, but only for the two nights prior to conference -- not for the duration of the conference.
(7) These guidelines are subject to modification should ACM West budget require their reduction or elimination.
(8) All recipients of this regional underwriting must be active in
regional fundraising activities, helping to raise the funds they are expending. This means helping with some or all of the following activities: regional conference planning, workshop planning, WAVE awards coordination, regional communications, newsletter production, consulting, creating new fundraising efforts, or
other means of generating ACM Western Region revenue.
(9) Applicant shall seek financial help from other sources including
private funds, financial aide from employer, grants, etc.

It is understood that if five board members each claim the maximum of $1,000 for three trips, the $5,000 required will be greater than the anticipated revenue to the region from 2005 conference and WAVE. Therefore, new revenue must
be found or future regional membership activities and regional board support will be curtailed. The regional budget must primarily serve our members and secondarily to help financially with national board participation.

8. ACM WEST SUPPORTS RESOLUTIONS OPPOSING STATE LEGISLATION

The ACM West drafted and submitted resolution language opposing anti-access legislation in the States of Arizona, Hawaii, and California. The Region also drafted language in opposition to anti-PEG Congressional legislation particularly SB 1504 (Ensign - NV) We also welcomed a new access center in Vallejo, CA.
and offered testimony and consultation to Marin County and the City of Modesto, CA.
