During the regional meeting of Alliance for Community Media,
western states in Sparks, Nevada, the Board of Directors met October
15, 2010 to discuss the region's business and received the annual
membership report from J Robertson, chair.
The Western States Region of the Alliance for Community Media is
an extremely diverse and exceptionally large district covering more
than 3,500 miles from New Mexico to Hawaii. The 15 member Board
is comprised of representatives from Arizona, California, Colorado,
Nevada, New Mexico and Hawaii. This annual report offers details
of the actions, decision and activities of the region over the past
year.
Each year I am truly amazed at the incredible dedication and commitment
made by the members of the Regional Board. I am grateful for their
wisdom, advice, concerned actions and never ending belief that what
we do is so important to the fabric of our American way of life.
This board is made from some of the most respected and knowledgeable
individuals in our industry. I have the most profound appreciation
for the fine people on this Board for their incredible effort, vision
and wisdom and most of all the significant contribution consistently
delivered at every opportunity.
TREASURER’S REPORT
The Western States Region is being challenged to maintain our normally
strong financial position. The good news is that at this time there
are no outstanding debts and all payments have been made to our
obligations. The challenging news is that we have significantly
less in our operating accounts this year compared to a year ago.
The September 30, 2010 Treasurer’s Report includes a balance
of $20,998.90 in the interest bearing checking account and $1,019.09
in the region’s regular checking account. The total fund balance
for the Region is $22,017.99. These current figures indicate an
improved position from this past July yet we still need to be prudent
with our resources.
Part of the spending this past year included continued membership
in the Alliance for Communications Democracy, additional support
to the national office for work on the CAP act, and stipends to
our representatives on the National Board of Directors.
This years’ West Regional Conference & Trade Show and
WAVE awards program is essential to our continued growth and ability
to serve our region. These two events remain as our primary means
of annual fund raising.

REGIONAL CONFERENCE 2010
The Board of Directors and Community Access Television throughout
the Region welcome you as you join us once again at the ACM Western
States Regional Conference and Trade Show, October 15 and 16, 2010
at John Ascuaga’s Nugget Resort in Sparks, Nevada (immediately
adjacent to Reno). This is an exceptionally exciting event and we
are most proud to be able to welcome the ACM’s new Executive
Director, Sylvia Strobel in her first official conference appearance.
We look forward to community media professionals, volunteers and
advocates from across our region as well as our friends across the
nation joining us in search of ideas and solutions to our challenges
and opportunities in operating Public, Education, and Government
access organizations. This conference attracts tech-savvy service
providers from PEG organizations throughout the west. This year,
Friday is dedicated to our vendor partners. The workshops will be
designed to emphasize product demonstrations and industry panels.
““Ignite the Voice of Community Media ~ join us in
Sparks.”” is being coordinated by the Regional Board
with assistance from Shayne Del Cohen, former Board President at
the Sierra Nevada Community Access Television and Ron Cooper, Access
Sacramento. The WAVE Awards program will be created and supervised
by the Community Media Center of Santa Rosa, California under the
direction of Xoe Huffman and Dan Villalva. This year our WAVE Awards
program will be held at the fabulous poolside facility at the Ascuaga’s
Nugget Resort.
Our annual conference is once again host to the meeting of the
Chairs of the ACM Regions. Five of the seven remaining regions attended
a one-day special workshop with the ACM Executive Director, Sylvia
Strobel.
REGIONAL CONFERENCE 2009
The ACM Western States Regional conference and trade show “A
Civic Union – Community Media and Emerging Technologies”
was a single day event held on October 17 at the Sierra Nevada Community
Access Television facilities in Reno, Nevada. The conference was
attended by more than 120 community media professionals, volunteers
and advocates from across the region.
In addition to the Conference the Coalition of Regional Leadership
(CORL) conducted a two-day working retreat. Five of the eight ACM
Regions were represented at the retreat. The special session was
generously sponsored by TelVue.
The conference was coordinated by Les Smith, Executive Director
SNCAT along with Ron Cooper, Executive Director, Access Sacramento.
The conference workshop tracks were created by Ann Theis, Station
Manager at Denver Open Media (now know as the Open Media Foundation),
Marty Anaya of Pacifica TV, Sean Mclaughlin of Access Humboldt with
assistance from members of the Regional Board of Directors. This
conference focused on the adaptation of emerging technology into
community media programs and operations including a special workshop
using Skype communications between Reno and Denver, Colorado.
The keynote speaker at the luncheon was Helen Soule, Executive
Director of the ACM – describing the current efforts by our
national office and overall goals of the Alliance. We were honored
to have Laurie Cirivello from Grand Rapids, Michigan as a special
guest at the Opening Plenary session. She provided an insightful
view of “Neighborhood News and Community Media” as developed
through the “Rapidian Project.” We also received an
exceptional update on current PEG related legislation at our nation’s
capital as well as the DIVCA impacts and results from Sue Buske.
Other workshops focused on the evolving definitions of PEG in terms
of cable, web and program distribution, administration and outreach,
and training in the Open Source Social networking world featuring
Skype participation from a panel member.
The prestigious WAVE Awards program and ceremony were orchestrated
by the Community Media Center of Santa Rosa, California under the
direction of Xoe Huffman, Dan Villalva, and Evan Johnson. SNCAT
hosted the event at their glass walled TV studio and streamed the
program live over the internet.
The Brian Wilson Mentorship Award was presented to Robin Fort-Linke
of Seal Beach, California, Rusty King of KMVT Mountain View, California
and Jan Janes of Community Media Access Partnership, Gilroy, California.
GRASSROOTS SCHOLARSHIP AWARDS
The West Region continues its commitment to providing scholarship
opportunities to interested ACM members of our region in the form
of conference registration and cash awards.
2010 National Conference awards
Held in Pittsburgh, Pennsylvania from July 7 to 10, 2010. The Board’s
ad hoc committee reviewed the applications for the Grassroots Scholarship
program and recommended awarding $500 and full conference registration
to:
Paul Minicucci, Nevada County, California - Sierra Community College,
Placer County
Cash travel awards were provided to:
Jim Thomas, Access Tucson, Arizona
Spencer Wilkinson, CMAP, Gilroy, California
The Board unanimously approved the scholarship awards.
There were no applications received in the Grassroots Scholarship
program for the 2010 Regional Conference. Any ACM member of the
West Region is eligible to apply for the conference financial assistance.

PUBLIC POLICY
Earlier this year the Region opted to discontinue membership in
the Alliance for Communications Democracy due to financial considerations.
Sean Mclaughlin, Executive Director, Access Humboldt previously
served our organization as the regional representative to the ACD.
During the ACM National Conference in Pittsburgh, Pennsylvania
the Regional Leadership had a meeting with ACD. Representing our
Region was Ron Cooper, Sue Buske and Randy VanDalsen. Our group
was convinced to maintain our membership at a lower financial level
making it affordable and still allowing us to fully support the
work of the ACD. We appreciate the thoughtful consideration given
to our Board by Sue Buske who has agreed to represent our region
and provide activity and action reports to the Board.
The primary focus of the public policy group within the ACM is
on the CAP act before congress. This includes an aggressive campaign
to move the bill forward and to gain Republican support.
In the past year the regional Board voted to provide additional
financial support to Spiegel & McDiarmid in the ACM petition
at the Federal Communications Commission. This petition sought relief
against telecommunication companies’ practice of PEG channel
slamming.
In California the battle of appropriate application of the “Digital
Information Video Communications Act” (DIVCA) continued. According
to Sue Buske, now more than 50 access channels were lost in California
due to DIVCA. The region remains vigilant in an effort to change
the course of this legislation that has drastically impacted the
Los Angeles and Southern California areas.
We continue to support efforts to reform PEG access funding and
seek to have a revised definition of capital funds use to allow
for operational expenditures.
COMMUNICATIONS
The regional website located at www.acmwest.org is maintained by
Board member Jan Janes, CMAP, in Gilroy, California. The website
provides users with direct links to our regional members as well
as providing information about our activities and events. Efforts
are being made to improve the functionality and tools for our users.
In the past year we have made a transition to a greener approach
bringing electronic filing for our WAVE awards, conference registration
and more. Any access center is welcome to provide content and information
for the regional website. For more information or submission guidelines

2010 CORL WORK GROUP
The region continued participating in the Coalition of Regional
Leadership as a working group under the direction of acting ACM
Executive Director, Greg Epler Wood. CORL is actively comprised
of the chairs of Northeast, Mid-Atlantic, Southeast, Southwest,
and Western of our 7 national regions. We are routinely joined by
the Midwest and Northwest regions with their input, advice and counsel.
The group convened in May just prior to the Mid-Atlantic –
Jersey Access Group and Northeast Regional Conference in New Brunswick,
New Jersey. A day-long work session was sponsored by Telvue at the
conference site. At that meeting the working group reviewed and
amended the primary strategic plan and work plan focusing on member
benefits and programs with continued emphasis on leadership development,
regional relationships, and communication of information. A revised
CORL document was created and has been forwarded to the Executive
Director. Currently the CORL work group is on a hiatus while the
national office determines goals and directives for our immediate
future.

The Region will be more dependent upon the success of the annual
Fall West Regional Conference & Trade Show and WAVE awards program
than ever before to generate the necessary revenue for our operations.
These two events are the primary means of annual fund raising.

Executive Director, Access Humboldt has served as the regional representative
to that organization. Sean routinely informs the Board on the issues
being addressed by the ACD. Our support for the ACD has not waivered
however due to the financial constraints on the regional operating
budget some realignment was necessary. Fortunately the billing cycle
will allow the region to continue as a voting member for the remainder
of 2010. We anticipate renewing our membership in the ACD following
a successful fall conference.

As Chair of the Regional Board I wish to acknowledge the dedicated
and committed members of the Board of Directors. This group is comprised
of the most respected and devoted individuals in our field. I want
to extend my deep appreciation and gratitude to this Board for their
incredible effort, vision and wisdom and most of all the significant
contribution consistently delivered at every opportunity.
TREASURER’S REPORT
The Western States Region maintained a strong financial position
throughout the year. At this time there are no outstanding debts
and all payments have been made to our obligations. The June 30,
2009 Treasurer’s Report includes a balance of $21,880.06 in
the interest bearing checking account and $332.42 in the region’s
regular checking account. The total fund balance for the Region
is $22,212.48.
The Region is dependent upon the success of the annual Fall West
Regional Conference & Trade Show and WAVE awards program to
generate the necessary revenue for our operations. These two events
are the primary means of annual fund raising.
Ron Cooper, Executive Director, Access Sacramento serves as the
region as our Treasurer.
REGIONAL CONFERENCE 2008
The ACM Western States Regional conference and trade show “Access
Without Borders” was held October 24 and 25, 2008 at the Crowne
Plaza Hotel in Denver, Colorado. The conference was attended by
more than 140 community media professionals, volunteers and advocates
from across the region. In addition to the Conference the association
of Regional Chairs conducted a day-long working retreat.
The conference was coordinated by Ann Theis, Station Manager and
Tony Shawcross, Executive Director of Denver Open Media (DOM) along
with Ron Cooper, Executive Director of Access Sacramento. The conference
workshop tracks were created by Ann Theis, Kathy Bisbee, Chris Hall,
Marty Anaya and Sean McLaughlin with assistance from members of
the Regional Board of Directors. This conference focused on the
adaptation of emerging technology into community media programs
and operations. Two distinctive plenary sessions were held. A distinguished
panel of experts discussed the advantages and values of both traditional
and evolving community access systems. The second plenary “Media
Alliances” featuring representatives from Media Justice, Free
Speech TV and Common Cause spotlighted the effective collaborations
currently benefitting community access programs.
The prestigious WAVE Awards program and ceremony were orchestrated
by the Community Media Center of Santa Rosa, California under the
direction of Dan Villalva, Xoe Huffman and Evan Johnson. DOM arranged
to have the awards program at the prestigious Cable Center. The
winning entries were played on a giant 32-foot video tower displaying
44 47-inch LCD HD-ready screens that created a mosaic of image and
sound. The keynote speaker at the ceremony was David Mathison, author
of “Be the Media”.
The conference was the site of the first Alliance for Community
Media Regional Chairs retreat and workshop. 10 members from 7 of
the 8 regions attended the work day. The retreat was held at the
Denver Open Media facilities and made possible by the generous sponsorship
of Telvue.
The Brian Wilson Mentorship Award was presented to Mike Martin,
Producer/Director of Kids Corporation the TV Show and member of
Access Sacramento.
GRASSROOTS SCHOLARSHIP AWARDS
The West Region continues its commitment to providing scholarship
opportunities to interested ACM members of our region in the form
of conference registration and cash awards.

hoc committee reviewed the applications for the Grassroots Scholarship
program and recommended awarding $500 and full conference registration

REGIONAL CONFERENCE 2009
The Board of Directors and Sierra Nevada Community Access Television
invite you to join us as the ACM Western States Regional Conference
and Trade Show, October 16 and 17, 2009 at John Ascuaga’s
Nugget Resort in Reno, Nevada. We look forward to community media
professionals, volunteers and advocates from across our region as
well as our friends across the nation joining us in search of ideas
and solutions to our challenges and opportunities in operating Public,
Education, and Government access organizations. This conference
attracts tech-savvy service providers from PEG organizations throughout
the west. This year, Friday is devoted to our vendor partners. The
workshops will be designed to emphasize product demonstrations and
industry panels.
“A Civic Union – Community Media and Emerging Technologies”
is being coordinated by Les Smith, SNCAT and Ron Cooper, Access
Sacramento. The WAVE Awards program will be created and supervised
by the Community Media Center of Santa Rosa, California under the
direction of Dan Villalva and Xoe Huffman. Conference registration,
hotel reservations and more information is available at the regional
website at www.acmwest.org.
PUBLIC POLICY
The region once again voted to continue membership in the Alliance
for Communications Democracy. Sean Mclaughlin, Executive Director,
Access Humboldt is serving as the regional representative to that
organization. Sean routinely informs the Board on the issues being
addressed by the ACD.
The regional Board also voted to provide additional financial support
to Spiegel & McDiarmid in the ACM petition at the Federal Communications
Commission. This petition seeks relief against telecommunication
companies’ practice of PEG channel slamming.
In California the battle of appropriate application of the “Digital
Information Video Communications Act” (DIVCA) continued. According
to Sue Buske, 50 access channels have been lost in California due
to DIVCA. The region remains vigilant in an effort to change the
course of this legislation that has drastically impacted San Francisco
and Los Angeles.
We continue to support efforts to reform PEG access funding and
seek to have a revised definition of capital funds use to allow
for operational expenditures.
COMMUNICATIONS
The regional website located at www.acmwest.org is maintained by
Board member Jan Janes, CMAP, in Gilroy, California. The website
provides users with direct links to our regional members as well
as providing information about our activities and events. Efforts
are being made to improve the functionality and tools for our users.
We are also making the transition to a greener approach that will
bring electronic filing for our WAVE awards, conference registration
and more. Any access center is welcome to provide content and information
for the regional website. For more information or submission guidelines

2009 CORL WORK GROUP
The region is committed to participating in the newly formed Coalition
of Regional Leadership as a working group under the direction of
ACM Executive Director, Helen Soule. CORL is comprised of the chairs
of our eight national regions. The group convened in May just prior
to the Mid-Atlantic – JAG Regional Conference in Edison, New
Jersey. A day-long work session was facilitated by Nantz Rickard
of DCTV in our nation’s capitol. At that meeting the working
group defined the characteristics, strengths, weaknesses, and participation
of each of the regions. We focused on leadership development, regional
relationships, and communication of information. A second meeting
of CORL is scheduled for October at the West Regional Conference
in Reno, Nevada.

ACM WESTERN STATES REGION

The Western Region Board of Directors regularly meets via telephone
conference calls on the fourth Friday of each month. This report
details some of the key issues and decisions addressed by the Board
during the months of July 2005 through October 2006. Submitted by
J Robertson, Region Chair.
TREASURERS REPORT
The region continues to operate in a sound fiscal manner. The current
report submitted September 30, 2006 shows a balance of $25,350.15
in the interest bearing checking account. The balance of the “basic
checking” account was $1,000.52. The total fund balance was
reported as $26,350.67. All invoices and bills have been paid
It is expected that the Regional Conference and the WAVE awards
in October 2006 will provide larger revenues versus expenses. Registration
and vendor sponsorships have generated a positive cash flow for
the Region. The Conference and WAVE awards are the primary annual
fundraising events for the Region. It is anticipated that there
may be as much as $5,000 in conference expenses yet to be invoiced.
GRASSROOTS SCHOLARSHIP AWARDS 2006
National Conference – The ad hoc committee reviewed
a number of applications and awarded $500 and conference registration
to: MICHAEL TRUJILLO, ALBUQUERQUE, NEW MEXICO and JENNINE LANOUETTE,
PETALUMA, CALIFORNIA. Two travel scholarships of $250 were awarded
to JOHN PATTERSON, SANTA CRUZ, CALIFORNIA and SAPNA SHAHANI, BERKELEY,
CALIFORNIA. A special $500 travel award was presented to the MEDIA
ALLIANCE to support their attendance and participation at the Boston
National Conference. In return, Media Alliance has agreed to help
promote and facilitate the San Jose Regional Conference.
REGIONAL CONFERENCE
The Community Media Access Partnership of Gilroy, California (CMAP)
hosted the 2006 West Regional Conference “Community Media
- This Way Forward” in San Jose, California. The two-day event
focused on emerging media and technology as an application of the
Community Media Center. The Regional Conference was in association
with the Media Alliance based in San Francisco, California. The
conference featured the WAVE awards coordinated by the Community
Media Center of Santa Rosa, California. The WAVE awards held at
the brand new Glass Rotunda the San Jose City Hall was hosted in
party by the San Benito Valley Winegrowers Association. The Conference
Keynote speaker was Norm Solomon noted author and media critic.
At the WAVE event, the 2006 Brian Wilson Memorial Mentorship Awards
were presented to: Beth Anderson, The Santa Barbara Channels (nominated
by Hap Freund) Ken Faulkner, El Rancho Adult School (nominated by
Jacqueline Taylor) Mark Halfmoon, Community Television of Santa
Cruz, Ca. (nominated by Ariana Gossfeld) 2 Information on the conference

REGIONAL GRASSROOTS SCHOLARSHIPS
At the time of decision making there were limited funds available
for Grassroots Scholarships for the Regional Conference. The Board
decided to omit the scholarship program for 2006 and instead provide
stipends to presenters for travel support to the Conference. Applications
are available at the conference with the awards made following the
event.
PUBLIC POLICY
With the assistance and dedication of Steve Ranieri, Clay Leander,
Sean McLaughlin, and Sam Behrend the region remained vigilant in
both national and local public policy issues. The Board was kept
apprised on the Ensign-McCain senate bill, the COPE act, and the
Stevens Bill. Each potentially having tremendous ramifications on
the future of PEG access. Access Tucson provided leadership in fighting
the Telco bill in Arizona.
The California legislature actively amended AB 2987 sponsored by
Speaker of the Assembly Fabian Nunez. The original bill, essentially
language supplied by AT&T and Verizon, passed on a vote of 77-0
out of the Assembly. However, the CA Senate, responding to many
PEG advocates in two public hearings and via letters and e--mails,
modified the language to "grandfather" current language
protecting PEG funding "as is". The rest of the cable
franchise contracts with local governments were "abrogated"
or voided. It is expected that local government will go to the Courts
to litigate this abrogation of cable franchise agreements in early
2007.
AB 2987 as passed and signed by the Governor, provides a statewide
franchise managed by the Public Utilities Commission (PUC) that
includes 5% of the local franchise fees paid directly to local government
plus a dedicated + 1% franchise fee dedicated to PEG. The bill will
eliminate local franchising authority.
However, due to statewide lobbying efforts from many PEG supporters
led by Annie Folger, Ron Cooper, Suzanne St. John-Crane, the Buske
Group, Bill Lowery and others, amended wording was circulated to
key Senators and a pledge to make sure current PEG franchise agreements
will be protected as long as the total value of these agreements
do not exceed 3% of gross revenues. The "Save Access Now!"
coalition provided significant recommendations, Bill rewrites and
counsel to the legislature in successfully amending the language
and impact of the bill to PEG operations statewide. Many legislators
were involved but Senator Joe Semitian was exceptional in his leadership
protecting PEG resources.
During the early days of the legislative process, The California
Cable Television Association was in support of the region's position
and helped distribute a thirty-second PSA opposing the anti-PEG
elements of AB 2987 to cable systems statewide. The TV spot (in
English and Spanish) was co-produced by CMAP and Access Sacramento.

COMMUNICATIONS AND LEADERSHIP
Jan Janes (CMAP) accepted the challenge of a wholesale renovation
of the regional website. The most significant advancement was gaining
the acmwest.org domain name. A new and vastly improved www.acmwest.org
was launched in June 2006. Parrotworks did its primary design and
creation without charge to region in return for a booth at future
regional conferences. Special features, an Action Alert, were added
to the web site that permitted PEG supporters to directly e-mail
their legislators as AB 2987 moved through the political process.
This feature increased the visibility of PEG activist voices in
Sacramento.
In support of our legislative efforts, The California Cable Television
Association donated $1,500 to the region in support of the Action
Alert link on the website. The link facilitated instant communication
with elected officials regarding pending legislation in the region.
www.acmwest.org allows for the broad promotion of all access centers
within the region. The page incorporates modern web technology with
links to each State in the region and eventually each center in
each State. The site now provides comprehensive information on events
and activities and serves as a focal point in promoting the annual
Fall conference and WAVE Awards. The site will provide specific
information on the Access Center of the Week in a highlighted fashion.
This information plus meeting minutes, awards, and other important
region history will be archived for long-term use by the members.

2006 National Board Elections – During the
2006 National Board elections six individuals were selected to serve
from the Western Region. Steve Ranieri (NM) served on the Executive
Committee as well as the Chair of Regional Chairs. Joining him on
the National Board are Sue Buske (CA), Jesika Maria Ross (CA), Suzanne
St. John-Crane (CA), and Kealii Lopez (HI). Serving as the National
Public Policy Chair is Sean McLaughlin (HI).
The region continues to support the efforts of members serving
on the national board by helping to underwrite some of their expenses.
A policy was adopted in 2005 to provide financial aid of up to $1,000
per year to each of the ACM West national board members for travel
expense reimbursement. A total of $5,000 was allocated for support.
Finally, we thank the following individuals and their organizations
